US President Joe Biden has rejected the conditions that US President Joe Biden gave to negotiate with Russian President Vladimir Putin to stop the war in Ukraine, and Putin has given counter-conditions. He said, it is not possible to withdraw troops from Ukraine now; However, he can negotiate if the new republics included in the Russian Federation are recognized.

Sitting next to French President Emmanuel Macron visiting Washington last Thursday, Biden announced that the only way to end the ongoing conflict in Ukraine is to withdraw all Russian troops from the country. He also said that he is willing to negotiate with Putin if he wants to stop the war.

Reacting to Biden’s statement, Kremlin spokesman Dmitry Peksov said Putin is ready to negotiate. However, Russia will not withdraw its troops from Ukraine. He also said that President Putin is always ready to negotiate to protect the interests of his country.

Putin’s spokesman said that because the US does not recognize the ‘new territories’ belonging to Russia, it is not possible to make any compromise between the two sides. This complicates any possibility of negotiation.

Luhansk and Donetsk republics of Ukraine as well as Zaporizhia and Kherson regions held referendums last September to join Russia. After the ‘yes’ victory in these referendums, President Putin issued a decree in October incorporating the regions into the Russian Federation.
